Only a few years ago, most First Responders and First Receivers did not view chemical weapons as a concern. Chemical weapons were a problem for the military, to be dealt with in, hopefully, rare combat circumstances where trained personnel and proper equipment are available.
Today the climate has changed. Exposure to chemical weapons can no longer be thought of as an exclusively military problem.
